Eligible providers (state, political subdivision, or local government-owned/operated ground emergency medical transport services) may receive supplemental MO HealthNet reimbursement equal to federal financial participation received, not to exceed 100% of actual costs

Participation is voluntary; governmental entities must certify expenditures comply with 42 CFR 433.51, provide supporting evidence, submit data to determine qualifying federal amounts, and maintain records for CMS

Creates an intergovernmental transfer program for managed care ground emergency transport services, including EMT, advanced EMT, and paramedic-level pre-stabilization services

Managed care plans must pay 100% of increased capitation payments to eligible providers; increased payments must be at least actuarially equivalent to supplemental fee-for-service payments, up to commercial reimbursement rates

Administration fee of up to 20% of the non-federal share may be charged; implementation contingent on federal approval from Centers for Medicare and Medicaid Services
