Amends Missouri's Achieving a Better Life Experience (ABLE) program by repealing and re-enacting sections 209.600, 209.605, 209.610, and 209.630 RSMo

Clarifies that ABLE program assets must be preserved, invested, expended, and distributed only for purposes set forth in the statute and 26 U.S.C. Section 529A of the Internal Revenue Code

Removes language stating "no property rights therein shall exist in favor of the state" from section 209.630 regarding ABLE program assets

Maintains the Missouri ABLE board structure with the State Treasurer as chairman, along with directors from health/senior services, office of administration, economic development, and three appointed members with finance/banking expertise serving four-year terms

Preserves board authority to enter interstate agreements allowing residents of other states to participate in Missouri's ABLE program
