Establishes a three-year voluntary pilot program for an early learning quality assurance report, developed by the Department of Elementary and Secondary Education in collaboration with Missouri Head Start and the departments of health, mental health, and social services

Participation is voluntary for licensed, license-exempt, or certified early learning providers (center-based or home-based) serving children from birth to kindergarten

Quality assurance reports may include information on staff qualifications, instructional quality, professional development, health and safety standards, and parent/community engagement

Reports cannot be used for enforcement of compliance with any law or for punitive purposes

Repeals existing section 161.216, which prohibited state-funded entities from operating quality rating systems for early childhood education without explicit legislative authorization
