Establishes a minimum wage calculation floor of 520 hours (hourly rate × 520) for construction workers whose weather-related absences result in fewer than 520 hours worked in the 13 weeks preceding injury

Defines "construction-based industry" as any industry requiring the employee to perform outdoor construction labor services on a majority of business work days in the previous 365-day period
