Extends the maximum assessment contract period from 20 years to 25 years for property owners financing energy efficiency or renewable energy improvements through clean energy development boards

Adds "facilities providing for water conservation or pollutant control" to the definition of eligible energy efficiency improvements

Changes when special assessments become liens on property from when they become "due" to when they become "delinquent"

Gives clean energy development boards the option to collect special assessments directly or through the county collector, rather than requiring collection only through the county collector

Extends the maximum term for bonds issued for clean energy conduit financing from 20 years to 25 years
