Requires the Joint Committee on Legislative Research to establish and maintain a public electronic database of all reports required by statute to be submitted to the General Assembly, with website access beginning January 1, 2017

Changes the distribution of printed laws and Revised Statutes of Missouri from automatic free copies to specific officials (legislators, judges, prosecutors, sheriffs) to distribution in accordance with section 3.130

Aligns the publication of Missouri's Revised Statutes with Article III, Section 34 of the Missouri Constitution, requiring publication at least every ten years, and allows annotations/supplements to be printed without a concurrent resolution

Redirects revenue from sales of revised statutes from the general revenue fund to the statutory revision fund

Removes the requirement for the committee to compile and mail a detailed report of activities and expenditures to legislators 30 days before each regular session
