Amends Section 211.059, RSMo to update gendered pronouns throughout the statute to "he or she" and "him or her" for gender-neutral language

Requires children taken into custody for juvenile offenses to be advised of their rights before questioning: right to remain silent, right to have statements used against them, right to have a parent/guardian present, and right to an attorney

Mandates that questioning must cease if a child indicates they do not wish to be questioned further at any stage

Extends protections to children in abuse and neglect cases under subdivision (1) of subsection 1 of section 211.031, including interactions with the children's division, allowing children to stop questioning or request a parent/guardian/attorney be present (unless that person is the alleged perpetrator or protecting the perpetrator)

Makes video or audio recordings of child interviews presumptively admissible in court or administrative proceedings, unless clear and convincing evidence shows the recording lacks sufficient indicia of reliability
