State-sponsored institutions of higher learning may elect to join the Missouri Consolidated Health Care Plan, and the board of trustees must accept them upon request.

The board may require a first-year adjustment payment from higher education entities if their population is actuarially substantial and materially different from the current state plan population.

Higher education entities that join the plan must remain for a minimum of five years before becoming eligible to withdraw.

Withdrawal requires approval by the entity's governing board and six months' notice prior to the end of the current plan year.

The plan assumes no responsibility for liabilities incurred by the higher education entity or its employees, retirees, or dependents prior to joining.
