Creates the "Missouri Task Force on Workforce Competitiveness" consisting of 7 members: legislative committee chairs and minority-appointed members from both chambers, the director of economic development (or designee), and 2 governor-appointed members requiring senate confirmation

Task force must identify components for an effective statewide workforce development system, define Missouri's workforce vision, assess competitive economic and employment trends, and research best practices from other states

Task force is authorized to hold hearings and request staff assistance from legislative research, appropriations staff, and the department of economic development

Final report with legislative recommendations due to the general assembly by December 31, 2017, at which point the task force dissolves

Members receive no compensation but may be reimbursed for reasonable expenses related to their official duties
