Expands the definition of "water resource project" to include treatment and transmission facilities for public water supply, in addition to existing coverage of public water supply storage and flood control storage

Renames the "Renewable Water Program Fund" to the "Multipurpose Water Resource Program Fund" and exempts fund balances from reverting to general revenue at the end of the biennium

Grants the Department of Natural Resources authority to establish rules for project sponsors to remit contributions back to the fund when they receive financial assistance for water resource projects

Requires project sponsors to include a proposed contribution repayment schedule in their plans as a condition for approval by the director

Repeals Section 256.439, which separately established the Multipurpose Water Resources Program, consolidating program authority under the Water Resource Program in Section 256.440
