Creates "The Public Counsel Fund" as a new special fund to be financed through assessments on public utilities, capped at one-eighth of one percent of gross intrastate operating revenues, replacing general revenue funding for the Office of Public Counsel

Changes how the Public Service Commission allocates indirect regulatory expenses among utility groups from a revenue-based proportion to the same proportion as directly attributable expenses for each group

Expands utility categories subject to commission expense assessments to include telegraph corporations, sewer corporations, and any other public utility as defined in section 386.020, with water and sewer corporations combined as one group

Allows gas, water, and sewer corporations assessed amounts greater than fiscal year 2017 levels to file for rate adjustments outside of general rate proceedings to recover increased assessment costs
