Transfers control and maintenance of supplementary state highways (letter-designated routes not part of the primary system) from the state highways and transportation commission to county highway commissions effective January 1, 2017

Creates a multiyear maintenance program allowing county highway commissions to apply for state funds on a rolling three-year basis to maintain transferred roads and bridges

Sets annual state funding allocation at one-third of the average total annual maintenance expenditure on supplementary highways from the five years prior to enactment, with unawarded funds carrying over to subsequent years

Requires county highway commissions to submit three-year project proposals with budgets; approved counties become ineligible to reapply for two years following an award

Allows counties to retain savings from under-budget projects for other road, bridge, and highway work at their discretion
