Changes effective date timing for emergency rules from 10 days after filing with Secretary of State to 10 days after the Secretary completes email and website publication requirements

Maintains existing emergency rule duration limits of 180 calendar days or 30 legislative days (whichever is longer) and prohibition on renewable or consecutive emergency rules with substantially the same effect
