Calls upon the federal government to transfer title to all federal public lands within western states to the respective state where each land is located

Western states would be required to cede back to the federal government lands designated as National Parks (16 U.S.C. Section 1a-1), National Wilderness Preservation System areas (16 U.S.C. Section 1131), and military reservations

If transferred public lands are sold to private owners, 95% of net proceeds must be paid to the Bureau of the Public Debt to reduce federal debt

Urges Congress to engage in good faith communication and consultation with western states to coordinate the land transfers

Directs the Missouri Senate Secretary to send copies of the resolution to the U.S. Secretary of the Interior, Senate Majority Leader, House Speaker, and Missouri's Congressional delegation
