Establishes the "University of Missouri System Review Commission" to review the System's rules and regulations, administrative structure, campus structure, auxiliary enterprises, degree programs, research activities, and diversity programs

Commission consists of 8 members: 4 appointed by the Senate President Pro Tempore and 4 appointed by the Speaker of the House of Representatives

Members must possess expertise in governance, management and finance, school leadership, instruction, and law, with demonstrated commitment to the University of Missouri System

Commission must submit a report with recommended changes to legislative leadership and the University of Missouri System President by December 31, 2016

University of Missouri System is required to adopt and implement the commission's recommendations, with compliance considered by the General Assembly during the appropriations process
