Proposes a constitutional amendment prohibiting Missouri from penalizing religious organizations, clergy, houses of worship, or individuals who decline to participate in or provide goods/services for same-sex weddings based on sincere religious beliefs

Defines "penalty" broadly to include adverse tax treatment, denial of licenses/contracts/grants, loss of accreditation, denial of entitlements or benefits, exclusion from public resources, and civil claims

Protects individuals providing "expressional or artistic" services such as photographers and florists, as well as closely held commercial entities owned by natural persons

Explicitly exempts hospitals, health care facilities, elder care facilities, and hospices from refusing to recognize same-sex marriages for spousal visitation or health care decision-making purposes

Allows affected parties to assert violations as claims or defenses in court, with available remedies including compensatory damages, injunctive relief, and declaratory relief, while waiving state immunity from liability
