Creates the "Missouri Heritage Protection Act" adding section 253.414 to Missouri law governing protection of military monuments, memorials, markers, and veterans' grave markers on state lands

Prohibits any agency, political subdivision, or entity with eminent domain power from relocating, renaming, removing, or otherwise disturbing registered military monuments without a public hearing and majority vote approval from the Missouri Advisory Council on Historic Preservation

Requires public notice in the Missouri Register at least 60 days before any proposed action, plus newspaper publication once weekly for two consecutive weeks, with the second notice at least 10 days before the hearing

Exempts routine protection, preservation, care, repair, or restoration activities, as well as actions by the Missouri Department of Transportation

Allows council decisions to be appealed to the Joint Committee on Administrative Rules for review
