Repeals section 620.806, RSMo and enacts three new sections (160.572, 168.024, and 620.806) relating to workforce development and assessments.

Students allowed or required to participate in state-funded ACT census administration may choose to take state-funded WorkKeys assessments instead within three months before the census date, and cannot participate in both.

Teachers may receive professional development credit for hours spent in local business externships, where they gain practical experience at local businesses related to subjects they teach.

Renames the Missouri job development fund to the "Missouri Works Job Development Fund" and authorizes the department to provide financial assistance to qualified companies creating new jobs or retaining existing jobs when capital investment is at least five times greater than the assistance amount.

Department may provide assistance to business and technology centers established by Missouri community colleges and state-owned technical colleges to provide training services for growth industries.
