Establishes a 2-year statute of limitations for malpractice and negligence actions against veterinarians and veterinary service providers, with exceptions for foreign objects left in animals and negligent failure to inform owners, which toll from discovery or when ordinary care should have discovered the negligence.

Creates the "Missouri Fiduciary Access to Digital Assets Act" allowing fiduciaries, designated recipients, and agents to access and manage digital assets of deceased persons, protected persons, and principals through custodians, with specific procedures and documentation requirements.

Expands vexatious litigant restrictions by allowing courts to require security bonds from vexatious litigants and impose prefiling orders requiring approval from presiding judges before filing new lawsuits, with procedures for vacation of such orders.

Modifies poor person provisions to allow waiver of costs and expenses for parties represented by legal aid organizations or law school clinics, with updated requirements for guardian ad litem fees and trial certifications.

Amends receivership provisions to clarify stay procedures, extend receivership automatic stay periods, and changes language regarding interest payment distribution when insufficient estate funds are available.
