Reduces the limit of pre-filed bills and joint resolutions per senator from three to one bill or joint resolution per rotation of the seniority list during the December 1st filing period.

Maintains the existing seniority system for bill numbering based on continuous senate service, party affiliation, prior non-continuous service, prior house service, and party caucus determinations.

Modifies Senate Rule 50 to ensure that any of the first three pre-filed senate bills or joint resolutions by a senator that are reported from committee shall be placed on the calendar for "senate bills for perfection" in numerical order above all other bills.

Preserves existing provisions allowing one-third of senators to relieve committees of bill consideration and place bills on the calendar, and requires bill authors to have opportunity to appear before committees before adverse reports are issued.
