SB 3 Summary

• Establishes the "Clean Lobbying Act" defining four types of lobbyists: executive, judicial, legislative, and elected local government official lobbyists, with specific criteria for each category

• Requires lobbyists to register with the Missouri Ethics Commission by January 5th or within 5 days of beginning lobbying activities, paying a $10 filing fee

• Mandates monthly reporting of lobbyist expenditures itemized by category (travel, meals, gifts, entertainment, etc.) on behalf of public officials and their staff and families

• Prohibits any expenditures by lobbyists or their principals on public officials, staff, employees, or their spouses and dependent children, with limited exceptions for de minimis items and necessary official duties

• Restricts lobbyists from delivering campaign contributions to candidates unless made on the lobbyist's own behalf
