Designates sections 105.470 and 105.473 as the "Clean Lobbying Act" and redefines lobbyist categories to include elected local government official lobbyist (for officials in jurisdictions with annual operating budgets over $10 million)

Adds "deliver" definition meaning physical or electronic transfer of contributions in a manner attributable to the transferor or their employer, and expands "expenditure" to include new exceptions such as plaques or awards under $50 with honorary recognition

Prohibits any lobbyist principal, lobbyist, or person acting on their behalf from making any expenditure for public officials, their staff, employees, spouses, or dependent children (effective immediately and without exception)

Prohibits lobbyists from delivering contributions to candidates for elective office unless the contribution is made on the lobbyist's own behalf

Eliminates requirement for monthly detailed expenditure reporting by category, occasion listings, and solicitation disclosures, replacing with simplified reporting focused on general business relationships
