Amends Senate Rule 98 to increase the voting threshold required to suspend Senate rules from two-thirds to three-fourths majority of members elected to the Senate.

Maintains the requirement that one day's notice be given before rescinding or changing any standing rule or order of the Senate, with notice printed in the Senate journal.

Preserves the exception allowing rules to be suspended for a special purpose stated in the motion to suspend, with the suspension ending once the Senate moves to other business.

Requires that Senate resolutions adopting rule changes shall not be assigned to a committee without the sponsoring senator's consent and may be considered at any time upon sponsor motion during the Resolutions order of business.
