Amends Senate Rule 25 to establish standing committee structure with 22 committees appointed by the president pro tem.

Specifies committee membership sizes ranging from 4 to 11 members, including committees on Administration (5), Appropriations (11), Education (9), and Ways and Means (7).

Allows committee chairs to appoint subcommittees with committee approval to hold hearings and report findings.

Requires formation of a 7-member impeachment committee upon receipt of articles of impeachment from the House to recommend seven eminent jurists for a special commission under Article VII, Section 2 of the Missouri Constitution.
