Amends Senate Rule 25 to modify the composition of standing committees appointed by the president pro tem of the senate.

Increases the Committee on Rules, Joint Rules, Resolutions and Ethics from 7 members to 11 members.

Maintains the existing structure of 22 standing committees with specified membership sizes ranging from 4 to 11 members.

Preserves the authority of committee chairmen to appoint subcommittees with committee approval to hold hearings and report findings.

Requires one day notice by a senator from the 34th District before a motion to adopt this rule change can be made.
