Amends Senate Rule 77 governing recognition of senators seeking to speak on the chamber floor when multiple senators seek recognition simultaneously.

Establishes a priority order requiring the chair to recognize the president pro tem of the senate, the majority leader of the senate, and the minority leader of the senate, in that order, before recognizing any other senator.

Preserves the chair's discretion to name which senator speaks first among those seeking recognition, with other senators having preference for the next speaking turn.

Clarifies that senators not chosen to speak first may immediately make any motion that is in order under the rules, preventing the priority system from blocking procedural motions.

Requires one day notice prior to consideration under existing Senate rules.
