Repeals existing section 313.800 and enacts 14 new sections (313.800, 313.1000-313.1022) to establish a comprehensive framework for sports wagering on excursion gambling boats in Missouri.

Licensed excursion gambling boat facilities may offer sports wagering both in person and through interactive internet platforms to persons physically located in Missouri, subject to Missouri Gaming Commission regulation and approval.

Imposes a 6.75% tax on adjusted gross receipts from sports wagering, with revenues deposited in the gaming proceeds for education fund; certificate holders must pay $10,000 initial application fee and $5,000 annual administrative fee.

Requires certificate holders to implement age verification (minimum 21 years), maintain detailed betting records for three years, prohibit insider wagering, detect abnormal betting patterns, and cooperate with law enforcement investigations.

Establishes Sports Wagering Fund administered by the commission to cover administrative costs and requires compliance with federal Unlawful Internet Gambling Enforcement Act provisions regarding intrastate wagering.
