HCS HB 17 - Capital Improvement Appropriations Summary

• Appropriates $229.7 million in capital improvement funds for Missouri state government for fiscal year July 1, 2021 through June 30, 2022, funded from General Revenue, Federal, and other designated funds.

• Allocates $154.7 million in federal funds primarily for Missouri National Guard facilities design and construction, including AVCRAD Base projects in Springfield and statewide facility improvements.

• Funds repairs, renovations, and improvements across state agencies including Department of Mental Health ($1.6 million for Fulton State Hospital), Department of Natural Resources state parks ($2.2 million), and Department of Social Services facilities ($84,419).

• Provides $1.8 million for higher education capital projects at Harris-Stowe State University (laboratory renovation and STEM construction), Truman State University (autism clinic renovation), and Missouri School for the Blind ($2.15 million).

• Authorizes $21.1 million for Capitol Complex maintenance, repairs, and emergency requirements, plus funding for veterans cemetery improvements and state fairgrounds campground construction.
