HB 3 Summary - Higher Education and Workforce Development Appropriations (FY 2021-2022)

• Appropriates $1,414,370,298 for the Department of Higher Education and Workforce Development and Missouri public institutions of higher education for the fiscal year July 1, 2021 through June 30, 2022.

• Distributes $984,342,065 from General Revenue Fund, $152,606,946 from Federal Funds, and $277,421,287 from Other Funds including Lottery Proceeds, student loan reserves, and scholarship funds.

• Funds major scholarship and financial assistance programs including Access Missouri ($79,460,000), A+ Schools ($60,900,000), Academic Scholarships ($25,576,666), and Fast-Track Workforce Incentive Grants ($6,200,000).

• Allocates $434,647,815 to University of Missouri system and distributes funding to nine other public universities and the State Technical College of Missouri for their operations.

• Provides $27,000,000 in Governor's Emergency Education Relief Funds and workforce development funding including the MO Excels Workforce Initiative ($21,831,384).
