• Major allocations include $135.1 million for Community Development Block Grants, $123 million for Division of Employment Security, $31.8 million for Missouri Supplemental Tax Increment Financing, and $329.1 million for Housing Assistance programs.

• Includes one-time appropriations totaling $567.7 million, primarily for Emergency Rental Assistance ($324.7 million), housing assistance ($142 million), and unemployment compensation overpayment repayment ($48 million).

• Restricts federal grant administrative costs to no more than 5 percent of grant amounts and prohibits higher education funds for accreditation purposes at institutions not headquartered in Missouri.
