Requires scrap metal dealers purchasing detached catalytic converters to record the vehicle identification number (VIN) of the vehicle from which the converter was removed

Prohibits catalytic converter transactions from occurring anywhere other than the fixed place of business of the scrap metal dealer

Requires dealers to hold detached catalytic converters for five business days before altering, modifying, disassembling, or destroying them

Establishes penalties for licensed dealers who knowingly purchase stolen catalytic converters: $5,000 fine for first violation, $10,000 fine for second violation, and license revocation for third violation
