Authorizes licensing boards to seek emergency suspension or restriction of massage therapist (Chapter 324) and chiropractor (Chapter 331) licenses through the administrative hearing commission when a licensee faces pending criminal charges related to their profession and poses imminent risk to public health, safety, or welfare

Requires the administrative hearing commission to review the board's complaint within 5 days and issue findings; licensee must be served within 24 hours of the commission returning the service packet

Mandates an evidentiary hearing within 45 days of filing (or upon final adjudication of criminal charges), with a maximum extension to 120 days; licensees may submit affidavits and court records prior to the hearing

Terminates the emergency suspension if the commission finds no cause for discipline; if cause is found, the suspension remains in effect pending a full disciplinary hearing before the board

Requires the board to remove all references to the emergency action from public records if the administrative hearing commission does not grant the initial suspension order
