Creates the "Missouri Nuclear Clean Power Act" to enable construction of new nuclear-fueled electric generating facilities of 600 megawatts or less located in Missouri

Allows electrical corporations to include construction work in progress (CWIP) costs for clean baseload nuclear plants in their rate base, permitting recovery of these costs from ratepayers before facilities become operational

Requires refunds with interest if the commission later determines construction costs were imprudently incurred or projects are not placed in service within a reasonable timeframe

Sets an expiration date of December 31, 2036, with possibility of extension to December 31, 2046, if an electrical corporation demonstrates good cause to the commission

Excludes clean baseload electric generating plants already in commercial operation before August 28, 2026, from the new provisions
