Prohibits financial institutions from using Merchant Category Code 5723 (firearms code) to distinguish Missouri firearms retailers from general merchandise or sporting goods retailers

Bans financial institutions from discriminating against firearms retailers by declining transactions, refusing business, or charging higher fees based on firearms code assignment

Prevents disclosure of financial records containing firearms codes collected in violation of the law, except as required by law

Authorizes the attorney general to investigate violations; firearms retailers and customers may petition for investigation or file court actions if no action is taken within 90 days

Establishes civil penalties up to $10,000 per violation for knowingly failing to comply with injunctions, plus recovery of attorney's fees and court costs
