Expands the Joint Committee on Administrative Rules' authority to review any rule, regulation, guidance document, policy, or directive issued by state agencies, regardless of whether it was formally promulgated or is currently in effect

Grants the committee subpoena power to compel witness attendance (including agency directors and employees) and production of documents, with authority to administer oaths and refer noncompliance or false testimony to prosecuting authorities

Requires the committee to issue notices of noncompliance for agency actions that exceed statutory authority or have unapproved fiscal impacts exceeding $250,000 annually, with agencies given 30 days to respond

Mandates state departments file notice with the committee within 10 days of issuing any guidance document, directive, or policy of general applicability not promulgated as a formal rule

Requires an annual report to the General Assembly detailing rules reviewed, compliance findings, and corrective actions, which must be considered during appropriations and legislative matters relating to each agency
