Recreates the Division of Tourism Supplemental Revenue Fund in the state treasury to receive General Assembly appropriations plus gifts, contributions, grants, and bequests from federal, private, or other sources

Removes the previous funding mechanism that automatically deposited portions of general revenue based on tourism-related sales tax growth calculations (which expired in 2020)

Eliminates the $6.2 million budget base requirement and the complex formula tying deposits to sales from specific SIC codes for hotels, restaurants, amusement facilities, and similar tourism businesses

Requires the Division of Tourism to present promotional marketing strategies to the House Special Committee on Tourism and the Senate Economic and Workforce Development Committee before receiving appropriations

Fund balances carry over between bienniums rather than reverting to general revenue, and the state treasurer must invest fund moneys with interest credited back to the fund
