Removes the August 28, 2027 expiration date from Missouri's SAFE Act, making permanent the prohibition on health care providers prescribing cross-sex hormones or puberty-blocking drugs to minors for gender transition purposes

Extends the grandfathering period for minors already receiving hormones or puberty blockers before August 28, 2023, allowing continued treatment until March 1, 2027 (previously the entire subsection would have expired August 28, 2027)

Maintains existing prohibitions on gender transition surgeries for individuals under 18, with violations resulting in mandatory license revocation

Preserves the private right of action allowing individuals to sue health care providers, with minimum damages of $500,000, treble damages, and a 15-year statute of limitations after turning 21

Retains exceptions for individuals with medically-verifiable disorders of sex development and for treatment of complications from prior gender transition procedures
