Adds "adequate control" as a new requirement for animal owners/custodians, separate from existing "adequate care" requirement (livestock excluded from the control provision)

Creates new offense for knowingly abandoning an animal without making provisions for adequate care or adequate control

Establishes escalating penalties based on harm caused: class B misdemeanor for property damage under $750; class E felony for property damage exceeding $750; class A misdemeanor for physical injury to a person; class E felony for serious physical injury; class D felony if neglect results in death

Removes provision that allowed courts to waive fines and penalties for first-time offenders who demonstrated adequate permanent remedies for the neglect

Courts may order convicted persons to pay costs for care/maintenance of neglected animals, disposal of dead/diseased animals, cleanup of organic debris, and mitigation of public health risks
