Grants are capped at $1 million per nonprofit development organization over a two-year period, with a $2 million cumulative maximum per grantee through fiscal year 2029, and require a minimum 4-to-1 match in private/local funds

Eligible housing includes owner-occupied units costing up to $275,000 to construct, rental units up to $200,000 to construct, substantial rehabilitation projects, and upper-story housing development

Creates the "Rural Workforce Housing Investment Fund" in the state treasury; unused moneys after August 28, 2031 transfer to the Missouri Housing Trust Fund

Nonprofit organizations must engage in qualified activities within 24 months of receiving grants or return the funds; failure to file required annual reports by February 15th may result in civil penalties up to $5,000
