Amends RSMo 182.291 to change how four library board trustees are appointed in counties with 400,000-500,000 inhabitants (St. Charles County), shifting appointment authority from a single mayor to the mayors of the four most populous cities in the county

For members appointed on or after January 1, 2027, each of the four trustee positions will be filled by a different mayor based on the order in which terms expire, with the most populous city's mayor filling the first expiring term

City population rankings for appointment purposes will be determined by the most recent U.S. decennial census

Applies specifically to city-county library districts where the city population is less than the county population, affecting four of the nine board trustee positions
