Amends Section 301.130, RSMo to explicitly require that license plate covers must be transparent and nontinted, and that plates must remain visible to both the naked eye and law enforcement image capture technology

Adds new requirement that license plate frames shall not cover or obscure any information necessary for law enforcement purposes

Clarifies that any license plate cover or frame must not impair the reflective qualities of the license plate
