Expands allowable uses of county park sales tax revenues to include storm water management projects, limited to acquiring land solely for building parks or greenways, or deploying natural infrastructure that adds to park benefits

Maintains existing allocation structure: 50% of sales tax goes to the metropolitan park and recreational fund, 50% returns to source counties for park purposes

Requires 40% of the county-returned funds to be distributed as grants to municipalities within each county for park purposes

Caps administrative costs at 15% of deposited funds beginning in the second fiscal year of district operations

Applies to sales taxes authorized under Missouri sections 67.1712 to 67.1721 governing metropolitan park and recreation districts
