Removes distinction between injuries to law enforcement/emergency personnel versus other victims, applying same enhanced penalties for physical injury or death to any person

Minimum imprisonment of five years without parole eligibility for Class B felony DWI involving death; minimum ten years without parole for Class A felony DWI

Restricted driving privileges now require functioning ignition interlock device for all offenders with prior alcohol-related enforcement contacts or high BAC convictions
