Defines "honorably discharged veteran-owned enterprise" as a business with at least 51% ownership by honorably discharged veterans, with management controlled by veteran owners

Maintains existing three-point bonus preference for service-disabled veteran businesses, also with a 3% contract goal

Prohibits businesses from receiving bonus points under both the honorably discharged veteran preference and the service-disabled veteran preference for the same contract

Applies to all state agencies, departments, institutions, and political subdivisions when letting contracts for jobs or services; requires businesses to operate as Missouri firms or maintain Missouri offices
