Establishes the "Daylight Saving as New Standard Time Pact" allowing Missouri and other interested states to permanently adopt daylight saving time as their new standard time

Exempts all areas of Missouri from federal daylight saving time provisions under 15 U.S.C. Section 260a

Requires Missouri to switch clocks to daylight saving time one final time on the effective date, after which daylight saving time becomes the permanent standard time with no further clock changes

If the federal government adopts daylight saving time as the new national standard time, Missouri would automatically conform to that federal standard
