Creates an "Educators' Bill of Rights" protecting teachers from physical abuse by students or parents, guaranteeing freedom of speech and religion, providing official immunity for work-related duties, and ensuring regularly scheduled preparation time during contract hours

Requires all local educational agencies (school districts, charter schools, virtual schools) to adopt and annually review a code of student conduct by the 2027-28 school year that reinforces teacher authority, requires parental notification for significant disciplinary incidents, and prohibits discipline policies that differentiate treatment based on race alone

Mandates LEAs provide physical or electronic copies of these rights to parents, teachers, and students at the beginning of each school year and post them on their websites

Prohibits school employees from encouraging children to withhold information from parents, except when mandatory reporters have reasonable concerns that disclosure could result in abuse or neglect
