Defines "public official" broadly to include any elected or appointed officer, employee, or agent of the state or any political subdivision, board, commission, bureau, or other public body

Exempts religious groups using places of worship to knowingly commit or plan acts of violence or harm

Places of worship must still comply with applicable building and fire codes
