Authorizes the Department of Health and Senior Services to contract directly with Missouri affiliates of national public health associations or public health institutes to promote health and wellbeing of state residents

Contracts may include delivery of health services statewide and administration of grant funds and related programs

Requires the department and designated affiliate to submit an annual report to the General Assembly within 60 days after each fiscal year ends

Annual report must include accounting of all appropriations and grant funds received and expended, and may include recommendations for service improvements
