Requires all campaign solicitations to clearly state which committee will benefit and what percentage of donations the committee will receive versus any businesses or other entities

Prohibits committees from accepting recurring contributions unless the donor gives affirmative consent; prechecked boxes do not constitute valid consent

Mandates committees provide receipts for recurring donations disclosing frequency, duration, and cancellation instructions, and must immediately cancel recurring donations upon request

Authorizes the Missouri Ethics Commission to impose civil penalties up to 100 times the contribution amount for violations of the recurring donation consent requirements

Recurring contributions automatically terminate after the relevant election, except for primary winners whose recurring donations may continue through the general election
