County political party chairs must submit signed designation forms with names of challengers and watchers to local election authorities at least four business days before they may enter polling or counting locations

Election authorities must verify eligibility and sign off on designation forms; if a challenger or watcher is disqualified, replacement names must be submitted by 5:00 p.m. the Monday before the election

Challengers may be present while ballots are cast on election day and during the absentee voting period in first class and charter counties, expanding access beyond just election day

Watchers may remain present at in-person absentee voting locations in first class and charter counties while absentee ballots are prepared for counting and counted

Both challengers and watchers must meet the same qualifications as election judges under section 115.085, except they need only be registered voters in the jurisdiction where they are designated to serve
